Cybercrime, also called computer crime, makes the use of a computer as an instrument to further illegal ends, such as committing fraud, trafficking in child pornography and intellectual property, stealing identities, or violating privacy. Cybercrime has grown as the importance of the computer has become central to commerce, entertainment, and government.
According to the Information Technology Act, 2005 a cybercrime comes has global jurisdiction which means that a cyber crime complaint may be registered with any of the cyber cells in India, irrespective of the place where it was primarily committed.
Steps to register a cyber crime complaint:

Most of the cyber crimes covered under the Indian Penal Code are categorized as cognizable offences. Therefore, they can register a cybercrime FIR at the nearest local police station to report them. So, if your city doesn’t have a cyber cell, then register a Cyber Crime FIR at your local police station. If at all, your complaint is not registered there, you can approach the Commissioner or the Judicial Magistrate of your city.
Under Section 154, Code of Criminal Procedure, it is mandatory for every police officer to record the information/complaint of an offence.
